Recycling the Garbage Dump

What are two issues almost every community has? One, what to do with the old town dump when it’s been shut down and two, making sure everyone is fed.  Food and garbage usually only go together after the meal is over. But one green developer is recycling the garbage dump into the starting point for the community’s fresh food.
